Indeed, this was the conclusion I came to in September as well. Though it was odd that it was able to run from command line without the flags, but not in the setup.py. In the end I contacted the author and made a heartfelt plea he get his packages up to pypi to make life easier :)

Percona is a modified version of the mysqld service. Basically the installation of it is dropping the mysqld service file on top of the existing one, and a modified my.cnf file that has more options, so it's easy to switch back and forth from mysql standard and percona. My guess is something happened to the original conf file... something changed it or recreated it which caused your failures.

@Andrew - I should think not. Those go in the ssh_config or the .ssh/config of the client, not the server. He's using PuTTY though so they don't apply.

@TCB - Many domains suffer from that, however that's why we have things like SPF records and domain keys. Have you tried sending through a totally benign email - devoid of words like "test"? A normal subject and body as though you were just writing an email to a friend?

TCB13 - Most of the time it comes down to content... unless your specific domain has had a lot of spam complaints in the past. Is this a new domain that you're just starting to mail from, or no?
