For all operating system you can enable a serial console that can be available via IPMI SOL. This includes Windows Server, Linux, *BSD.

Depends on the DRAC type. See: blog.mwpreston.net/2014/07/24/… With Basic iDRAC you will need to use ipmitool or something similar. For the rest you have a web interface.

Changing the lease file will not determine the DHCP client to renew DHCP information. You will have to manually configure each client to renew the lease. Which defies the purpose of DHCP. Remember with DHCP you set not only the IP/MASK/DefaultGateway, but also DNS, Proxy which might change in time.
