Depends on every system. For example if you have a network card. If it is 10Mbit you have a maximum number of packets it can receive or transmit. On a 10Gbit card you have 3 orders of magnitude higher maximum possible interrupt rate. However you can do polling and you will not have interrupts at all. A similar question would be how much traffic on a NIC a server should receive. Better is just to monitor and graph the interrupt rate and use this in your future investigations. Use other tests to generate alerts like the responsiveness, max throughput...

+1 For p2p. If you he wants to use the full internal bandwidth of the switches he needs p2p. Each switch has 24*100*2Mbps internal bandwidth. And, of course, rearrange the switches so that one of them is the backbone with the storage connected to it.
