I work at a large international development charity in London, as International Operations Manager. I manage a team of Regional ICT Service Managers, based in developing world countries, who keep our users happy through fixing problems, setting up great connectivity and generally making sure users can do their day jobs.

I previously worked at the same place as International Network Systems Analyst. I looked after a bunch of ICT systems in offices in the developing world, as well as looking after systems in our HQ. I gained a lot of knowledge in that job, and the techy side competes with the people stuff in the new role, hence I still hang out here a lot.

I'm passionate about the use of ICT in developing countries, both in terms of dealing with the inherent problems for ICT in those places, and using ICT as a tool for development.

When you say the website hangs do you mean that it hangs in your browser, or at the server end. How do you know which?

The default identifier is + so they have the same outcome, just the intent is more obvious when using the first notation. I guess someone could override the default interpretation by their SPF setup (whoever manages the server receiving mails), but it seems unlikely.

That would indicate some kind of NAT/Firewall between your WiFi network and your wired network. To be honest, if plugging it into wired network works, then do that. Otherwise you need to understand how your WiFi network integrates with your wired network, which is beyond the scope of this question/conversation.

Generally speaking, if the mobile device is connecting via WiFi rather than via a mobile service provider, then it is on the same side of your firewall as your macbook, and should be able to access it via its IP address without you needing to set up port forwarding or any special configuration on the router. Can you access the address you gave from another wired device on the network?
