is the routing even enabled to allow 80.82 to route through 60.1? based on the netmask, it is even showing up as 255.255.255.255. try changing the netmask accordingly to 255.255.0.0 or with the corresponding netmask before giving it a try.

Before someone drops an answer, can we find out your current setup - are you running Apache with suPHP? DSO? Based on your critieria above, you may want have to verify on the values stated in the disable_functions declaration. They look largely intact and should not get in your way.

Even if your ISP decides to pop up IPv6 on their networks, they will - at the very least - provide a IPv4-to-IPv6 translation mechanism for you. After it is a business process, and with the ton of legacy networks that their customer base are using, it is detrimental for them to roll out 100% IPv6 connectivity to everyone without the risk of getting the wrath of frustrated customers. So don't worry about it. You are doing fine.

This is freaky. I have encountered situations similar to that of yours and I would sit there like Sherlock Holmes with a pipe in my mouth (or mint in yours, if you prefer) pondering about whom have I offended bad enough for them to put a hex on me.
