I do not know scp or nc, but the rated speed in xbps can only be attained if the packets being sent are of max size. The rated pps can only be attained if the packets aare min size. FWIW.

The ports on the switch are set to auto negotiate for duplex, how are the nics configured? From what I can tell they have to be auto negotiate or half duplex.

ICMP echo replies may be disabled by default? in some Win 7 configurations. Try turning the firewall on and add a specific rule to allow ICMP echo replies.

See RFC 1305. You might want to check out the USNO site and any number of manufacturers (symmetricom.com) They obviously did not get the memo about there not being stratum 2/3 clocks.

Jason is helping me and it seems that I caused this problem. Apache was looking for a 'logs' directory in one of the sites. I think I deleted it. When I re-created the directory Apache started.

Why would you think that? I have, by mistake, set access ports to trunk ports, and nothing has broken. Have you done it and broke something?

Other than trying other ports on the existing switch, I'd say you have diagnosed the problem. It might be the cables or the NIC's but based on the test with the other switch it sure looks like the Linksys switch.
