@Murali Suriar: Switches maintain a MAC Table that maps MAC Addresses to switch ports. This is the mechanism by which they forward packets to only the required ports and is the somewhat defining difference between switches and hubs. Not repeating all traffic on all ports significantly improves performance. You are correct that it is not an ARP table as ARP resolves IPs (which L2 switches don't care about). Switches learn MACs as traffic passes through them.

Good suggestions overall. I would probably start with a 2 server setup (1 RMS, 1 SQL & Reporting). ACS isn't a first step item honestly in my opinion. Beyond that I would recommend a dedicated ACS Collector server running SQL Enterprise (online indexing will save your bacon here) with a boatload of fast disk space (no seriously, I've seen 1GB of data per day for a single DC). If you need the redundancy, a second MS makes sense, but I don't see a need to keep agents away from the RMS in this scale.

Monitors are set to poll on an interval (unless they're event monitors, but that's another question). This means that the healthy state will not be set until the next interval of the monitor. Also, there may be some delay in the re-calculation of the aggregate monitors above (for rolled up object health indication)

SCOM is great monitoring platform for Windows based Enterprise environments. The real genius here is the Management Packs released by the Microsoft product groups themselves (this is part of the MS Common Engineering Criteria that every product have a SCOM MP within 90 days of RTM). Getting advice and knowledge from the product teams themselves can greatly improve the ability of an operations department to keep things running and healthy without bothering the more senior admins for every little thing.

Surprisingly easily as it's not as much alphabet soup as you would expect. Demo SQL 1 is usually how the mentioned machine is referred to in the office. It also describes what the machine does to some extent which helps with discoverability.

It provides a nice visual separator for servers. For Desktops/Laptops I usually use a type designator (LT|DT)-<Username> for instance my laptop is LT-KCOLBY I suppose you could ditch the - and make it LTKCOLBY without issue.

Hardware and software cost is certainly an issue. However he cannot have his terminal servers act as Domain Controllers due to the fact that users not in the Domain Admins group do not have rights to log into a Domain Controller. This would be a major security issue if it were not so. It is possible to grant login rights on the DC to other users but is Not Supported by Microsoft in my experience.

Anything that a User must log into (he mentioned Terminal Services) cannot be on a DC unless all users are members of Domain Admins.
