Not without installing debugger tools. Which is not so hard if you put in a VM behind a load balancer to have a debuggable produciton machine for exactly this reason. Alternatively start putting up a performance test environment.

Not sure why you talk about yearhs. ARCHIVAL STORAGE is not use. It is storage under defined archival conditions. But generally - yes. I would cycle tapes regularly, but that REALLY may mean "when replacing the drives" ;)

Define standard quality. In the world I live in, 42mpixel is not the low end, but the lower end - I know people shooting with the phase one 100 megapixel camera. What is standard quality in your world? What is compressed? How many pictures. DO YOUR HOMEWORK.

We do not do sizing here for you. I suggest your company hires someone who has done that before and consults with him. Note that a little more thinking on OUR side will definitely be requires. "fetch data and upload photos" - define photo. If you ask me to share my photos full quality, we talk of 250mb TIFF files for every image (yes, that is compressed - happens when you run a 43 megapixel camera). "post photos and stuff" - well, can we alk about blue ray videos? GET REAL - you must really sit down and come up with proper requirements.

Well, load balancers are QUITE "primitive" - as in not resource intensive. You will find that if you use a proper one (ngix is not bad) then you can get away with the usual 3-4 that you need for high availability (double redundancy - we talk of possibly quite small virtual machines, but you NEED a minimum of 3 for decent high availability)) for a LOT.
