@given established ssh to gate (with a tunnel to orig) you can use sshfs to mount some path on the orig machine; it's just a convenience replacement for scp in the second line if user needs to do more then copy one file

Yes, the windows shortcut, test with command line. Location of files is at your disposal; you really need to read the documentation for OpenVPN and understand the purpose (and security) of each key file and config file, especially if you are designing the VPN.

It is not completely clear what are you trying to do - what would be the result of this differential backup? A binary patch file for old .img file? Or differential backup of the files from the filesystem in .img file. If later, in what format and where should those be written? Also, making a system backup process that can only run at startup does not sound as particularly good plan.

Cron jobs are a regular OS facility; I would not say that these are a last resort. In case your system has no real daemon component that can guarantee periodical execution of some tasks there is nothing wrong in using cron for such a job.
