I'd be more concerned with dynamic IPs - with the rise of IPs shared among ISPs customers at different times, and especially with the rise of carrier-grade NAT, you might find you're banning legitimate users once the hacker's IP address is allocated to someone else. The worst bit is - you'll never know you've done this as your audience cannot tell you, because they're banned!

I'd install webmin and use that to configure the new vhost, you can then look in the httpd config file to see what it wrote for you. You'll have to give more information about what happens than expect us to guess - it could be filesystem, permissions, dns, etc

@Luke404 fair enough, but most people equate an expensive rack system with a cheap tower. They look at the CPU and memory specs and base their comparison on that.

for Win2008r2, use the netsh utility to add your server to the http.sys system, as long as you have different urls, it can serve both servers on port 80. I think you want this: add urlacl url=http://+:80/MyUri user=DOMAIN\user
