Many universities (even, "most") do not allow full internet access for visitors. Also, many universities will not host commercial conferences.

That doesn't work because the files are .txt files... I think John Rennie is right that ASP.NET doesn't get a chance to interfere with .txt files.

When it's greyed out, the site is not loaded (by IIS at least). Something else might be pinning it down. I've had the search service pin down a directory to index it. It could also be an open EXPLORER window or a CMD shell with the default directory set to the directory in question.

I've never used Win2k8 web edition... there is probably a workaround that I just don't know, I'm afraid, but that version of the server is specifically designed JUST for serving web pages, so for all I know it might be lacking the routing features that would make this possible.
