This was a jerk think for Microsoft to do. My reading also tends to go along your lines; Microsoft intended to combine several "extract cash from customers" systems (RDS CAL licensing, and domain based centralization of licensing). Those who want to use standalone workgroup Terminal Servers are left high and dry.

I think that a better solution is to just stop trying to use Microsoft's products since they go to such lengths to stop small businesses (who pay for their products) from using Microsoft products to accomplish what they want, to run their businesses. Clearly Microsoft only cares about large enterprise deployments where the active-directory integration and volume licensing systems make their job of charging extra for Terminal Server functionality a bit easier.
