after adding this rule I am getting same problem. I tried to connect to 10.0.3.1:7999 (connection refused) from B and to 1.2.3.4:7999 (connection timed out)

Yes! And it wood be good if each user have a static ip address. If he reconnects to the proxy he must have the same ip as the previous session.
