you don't provide enough information for a meaningful answer. you've got one variable to optimize (cost) and some constraints which are trivially satisfied. you don't have any servers of your own now, but why can't you just cobble one together from old pieces and stick this on it? for all we can tell you want to make one small query a day, in which case that will be a lot cheaper.

"Brain dead"ing was a specific procedure APC was referring to; as I recall, it consisted of holding the buttons down at the same time after cycling the power, or something.
