@DavidBullock If you bothered to read the entire answer you would see that I posted a link to the tool as well as the help documentation. Since the OP simply asked if it was possible I provided two possible ways as well as documentation on how to do it. I'm glad you posted an additional method as that should also work.

I understand that the actual browser is not available within the OS, however, IE uses shared components with the OS which handles things like proxy servers, etc. My point here is that most likely these components still exist in core, and most likely are patched and updated as a "IE" patches.

@Chopper3 If the guy has access to run a torrent on his machine, my guess is that he could easily reset the NIC if he wanted. You'd have to change his switch port to force it to 10mbps or hell even half-duplex ;)

Bandwidth.com has always been great for me, they also happen to power most of the giant consumer services like Google 411 and even Skype these days.
