+1 Double-click on php-cgi.exe file was a winner for me. The error showed that I was missing msvcr110.dll

Thanks. Turns out the problem was some misconfig on my side. The phone is now working well. But I still don't know how it's getting through the nat at the remote location. That'd be useful to know.

@luckytaxi: We'll see. I remain hopeful--I only submitted the question last night. Based on your report I also submitted a bug report to them. Duplicity has a good rep. Thanks for the idea of downgrading, I hadn't thought of that.

Yes, that's why I want an email sent as soon as anyone logs in. -- The server doesn't get that many logins. I figure that way it will lower the odds of someone being able to prevent the email going out about their initial breakin (if via a login shell).
