Yes, but make sure you have both: one with LOG and one with ACCEPT

If you want to be sure that it's iptables causing problems you can enable logging. Copy the icmp rule exactly as you have above and add it to your file, but replace ACCEPT with LOG. Then iptables will fill your messages file with rejected packets. If you don't see them you can exclude iptables as the culprit.

Maybe ICMP is rate limited on one of your servers. Can you check cat /proc/sys/net/ipv6/icmp/ratelimit and cat /proc/sys/net/ipv4/icmp_ratelimit ?

In a command prompt cd to the directory that you installed MicroApache in (for example "cd \Program Files\MicroApache-2.0.63"). Then type go.bat. If this batch file returns errors edit your question and include them. If it does not return errors then the netstat command should show some output and you can use Chrome to connect to port 8800.

If the output to "telnet ad.chigs.me 389" on stumpy-pc does not return connected to ... Escape character ... then something in your network is blocking the connection.
