you need to determine where the timeouts are occurring. Incrementing worker threads for IIS isn't going to help if you are having a SQL timeout issue or your app is performing slowly due to a high disk IO operation or something similar. Consider doing a SQL trace or profiling your app: msdn.microsoft.com/en-us/library/2s0xxa1d.aspx

Only well known system accounts get to skip the password requirement same as if you'd update these tasks manually. Even the new powershell cmdlets require the username and password when using a non-well known account. I suppose you could prompt for a password during run time, store it as a secure string in a variable, then access it when needed so it's only stored in memory when running the script.

@EricHiggins right, then what you'll need to do is to follow the steps to either create the mof file or use the set classes tool. You need to tell SCCM to collect the cluster name from WMI to populate the SCCM database after which you can create your SCCM queries to view the data.
