It really depends on your needs, there's no "best" solution. But personally I trust the Ubuntu community that they push the security updates as soon as possible. PPAs are usually maintained by only one person, so if that person is on vacation for a month without internet the day that there's a huge flaw discovered, you're out of luck... Not saying that this is the case for the PHP PPA, it might be, I don't know.

/etc/passwd is not critically sensitive. It's just a list of users. My solution would prevent cross-site reading of files.

at least php5-fpm and php5-common should get you going, if I'm not mistaken. But you may want to start from scratch, uninstall everything and then install those specifying the version number on all packages.
