I work as a Consultant. Working with Printing software and also an important element of my day to day duties which is looking after Customer's Microsoft networks (SBS,2003,2008,Exchange....) and more importantly our own internal showroom network.
My areas of knowledge are Microsoft products TCP/IP Networking. I've experience with CISCO equipment after running through both CCNA and CCNP academy courses.
If I can help you then I will do my best to. I tend to word my answers taylored to questioner.

Windows service will not start if there is no internet connection you are testing the application, obviously with an aim to purchase and start to use it! If they cannot help you with this which IMO they should be on the ball and have an answer for. I would look somewhere else for the monitoring application, it isnt your job to troubleshoot any further than you already have. |

Restrict windows 2003 user to a single program It can be done, but i'm quite sure that you will be going against your licensing agreement with Microsoft. The correct way (yes it is overkill for only one user!) would be to setup a terminal server and configure the group polies as suggested by BoxerBucks and Mircea. |

RADIUS against IMEI I think the way you need to go is have your own mobile phone APN i would speak with your provider about this. You can then setup your radius authentication on the phone, there is no user interaction at all as you configure advanced settings depending on the handset. |

Mass change of default printer settings no problem! I would be interested to see if anyone else a method to mass change drivers. I think the issue is depending on the model the HP drivers can be diverse with options and locations. (unless you use the upd) |

simple network between xp & 7 with cross cable problem This is done through the network and sharing wizard, it should show your computer and a little topology diagram showing how you connect to the internet. Around there it should say Work/Home/Public |
