Thanks for the upvote. You could use this "problem" as an "opportunity" (sorry, I just threw up a little from the corpspeak...) to weasel some training dollars from the company. Don't forget about things like PerlTK which allow you to do GUIs!

I've gotta ask why you're using AFP rather than NFS if you intend to share to a *nix box? afpfs-ng is a FUSE plugin, so I'm guessing that the Apache daemon doesn't have access to FUSE'd mountpoint. I'm not sure how, but you'd have to get the Apache account to do the FUSE mount. (...Or use NFS...)

You need three drives for a RAID5. Personally I'd keep the 15k drives for the performance, but that's just me...
