1. I had not heard of that SE site. 2. from the FAQ from serverfault: "Desktop PCs that you maintain in the workplace" 3. My question was specific.

Okay, well I think I've determined that it is indeed tied up with the fingerprint reader and the Dell Protection application. I haven't yet figured out how to switch to ctrl-alt-del, maybe I can just uninstall it.

Well, coincidentally I just rebuilt the machine that this one replaced. This time a fresh Windows install, not from Dell-factory, and the option was there and enabled by default. Very weird imho.
