In the VMs check all the network interfaces to see what they are doing and claim to be cable of (under Linux ethtool <device> will return what the NIC claims to support (10/100/1000/other, duplex not/full, ...) and what it has currently negotiated) - if you find it lists 1000+ but is talking at 100 try force renegotiation with ethtool --negotiate <device> or stop+start the interface completely (though be very careful with the latter if anything is might be currently using resources via that link). In the host check the configuration options for the hosts's vNICs and any virtual switches.

The virtualization layer may still be configured to throttle at its neutral layer if it is pretending that the vdisks the guest OS sees are connected via iSCSI or similar.

It could just be a confidence issue: they know what needs to be done but are worried they are going to miss something trying to secure the solution: in that case suggest they try it and have the result professionally penetration tested or otherwise reviewed by a security expert. All our systems/services are tested pen tested by an external party annually or before any major addition/change rolls out. This sometimes isn't cheap, but the assurance is nice (and absolutely required in some of the industries our clients operate in).

You can put a slightly more positive spin on it replace "have you considered a more menial job" with "I suggest you ready book X and attend course Y" or "how about outsourcing this" (though I'm generally very wary of the latter) - but essentially that is the situation IMO.

On RAID for swap areas: With hardware RAID1 there won't be significant extra delay for writes as the controller will be able to write to both drives in parallel. You will see a speed drop with RAID 5 or 6 though due to the usually write performance problems that can affect those arrangements. You should definitely not use RAID0 on its own for page files for obvious reasons (though I have seen some suggest this for speed...) but it is OK as part of some compound arrays (such as RAID10).

WRT FTP: You could mount the target locations on each inner box over the network (via samba or similar) no the proxy box, then you can access them all from the same place. For a more secure option I would instead recommend setting up a VPN through which you can access the internal machines (perhaps using the proxy as the end-point) using something like OpenVPN. If not using an VPN, please consider using SFTP/SCP instead of the much less secure FTP.
