Regarding resources. I'm not going to be able to give the VMs exactly what they would get in a live setup, but I was thinking of 'scaling down' everything by a factor (e.g. 4) - i.e. everyhing has a 1/4 of the memory/CPU etc. it would have normally. I was then planning on load testing it, and seeing what breaks first.

Thanks for the update Rob. Does anyone really understand this though? I don't think I do. For instance, if virtual addresses are just pointers to physical addresses, then what does the size of the 'the current size of the virtual address space' mean?

These are good recommendations for serving static content in general, but there not really anything here particular to IIS, which was the heart of the question. For instance, an IIS worker process takes about 60MB memory as standard - I find it hard to believe all that is required for serving static files.

Sounds nasty. So is there anything an administrator could do if he found his server to be targeted like this? Might it be possible to temporarily block the ICMP packets and the TCP reset messages from all IPs? Would you even be able to operate in some semi-normal way like this?
