@ErikA - I disagree that using S3 will improve normal performance. Average reposne time for s3 can approach 800ms (you can serve yourself much faster than this). It was not intended as a CDN, rather a storage mechanism (Cloudfront is the CDN offering). Reliability will be better of course, as will relative performance at high scales.

Regarding resources. I'm not going to be able to give the VMs exactly what they would get in a live setup, but I was thinking of 'scaling down' everything by a factor (e.g. 4) - i.e. everyhing has a 1/4 of the memory/CPU etc. it would have normally. I was then planning on load testing it, and seeing what breaks first.

Thanks for the update Rob. Does anyone really understand this though? I don't think I do. For instance, if virtual addresses are just pointers to physical addresses, then what does the size of the 'the current size of the virtual address space' mean?

These are good recommendations for serving static content in general, but there not really anything here particular to IIS, which was the heart of the question. For instance, an IIS worker process takes about 60MB memory as standard - I find it hard to believe all that is required for serving static files.
