A broken script (infinite loop, server fault, memory leak, etc.) is the most likely suspect, but I don't think mod_status will show any detail on which script it actually is. One might try "top -c" to show files in top, but you often don't get any detail there either. The apache error log might be helpful. This is an area where apache is really hard to troubleshoot -- it would be nice to have a tool that shows what file the apache process is serving; "apachetop" looks promising, but I have never tried it.

It is possible to edit /etc/hosts on an iPod or iPhone. Also, I think you should tone down your responses a little if you want help. Making us all feel like idiots is not going to get you the help you need.

What kind of mobile devices? Do you have access to system configuration? I usually handle this by editing /etc/hosts (or equivalent) on my desktop, laptop, and virtual machine. I use the convention d.example.com for my names so they don't conflict with anything "real". Bind is wide and deep, but if you have to go this way, I would suggest investigating an application or service that does the DNS work for you, like simpledns.com or maybe gotdns.com, then it would be a matter of configuring the devices to use a specific DNS server.

I agree that this looks like a problem with /etc/hosts or something similar. Why was postgres stopped in the first place? For some sort of maintenance? What happened during the maintenance? The clues are probably there. Otherwise, make sure there is a localhost entry in /etc/hosts (and that it points to the loopback address) and that there is a network interface listening on this address.

With command line expansion, * will only expand to . and not . -- this is a function of the shell and not really a deficiency in grep.

One answer has suggested Django, and if I were going to build such a system, that's what I would certainly use. Django's ORM and quick admin interface would make relatively quick work of the core data requirements and python is a powerful and flexible tool to use for automation and integration.
