Coming back after more research. The reason I was so confused before is because this does not exist. VOIP and toll free numbers are separate things. The way toll free numbers work is that they forward to a "normal" number, then VOIP can work on a normal number. Anyone telling you otherwise is hiding the separation of these two distinct things.

and to be clear: for me as someone that want a phone bill and no servers in my office, is there a difference between VoIP, Hosted VoIP, virtual VoIP, cloud VoIP, or are all these the same thing?
