Unfortunately there's nothing in the logs. Neither in /var/log/messages nor in /var/log/redis/. The redis log dir is completely empty. It only creates a log file if I run the start up command manually. Am I looking in the wrong place? If you'd like I could post the full redis config but it's rather long.

That's usually the case, but in RedHat you usually have SELinux enabled and set to enforcing (you can read more here). You would need to fix your permissions and policies or disable SELinux to resolve this problem. Unfortunately I'm not that familiar with SELinux so I can't help you further. Your question is more likely to be answerd on ServerFault. I'll flag it to be moved there.

Is your php instance running as mod_php or php-fpm ? This problem is related to user permissions. My guess is that php is running under a different user hence it can't write into the cache directory. Also, make sure you set chmod -R 777 app/cache after you run cache:clear as well, because the generated cache will be owned by the currently logged user (which is executing the command)

In some rare cases on Windows this is related to a broken php.ini file (i.e the file has broken chars inside). Took me 2 hours to figure this out. Tip: If your script (i.e. composer.phar) works with php -n composer.phar, then your php.ini file is probably broken.

I've came across this issue today. The problem is actually the lack of maintenance of the plugin. It hasn't been updated since 2008. You can resolve the issue by using GCC 4.6 to compile the plugin (more info here: bugs.debian.org/cgi-bin/bugreport.cgi?bug=641811)

I was left under the same impression. A follow up question - do you by any chance have a sample configuration of the dante authentication? I saw inet.no/dante/doc/1.4.x/config/auth_username.html but I can't figure out how to create users and where does Dante read them from?

chmod -R 755(or 644) /var/www/svn/svn/ and try again. I suspect your sub directories may have different permissions or you haven't set the AuthzSVNAccessFile file correct. Could you post an example of it?

If you were using Linux it would have been much easier. Instead of separating your network you could disable peers from communicating with each other. Every device in the network would then be able to communicate only with the server (p2p) and no one else.
