First of all, if you fear you might loose data you have one /tmp you should know that this is a directory that often is [cleared out at boot or at shutdown][1] by the operating system / linux distribution. Just remember that the mount options might be different in Fedora 18 so you should read the manual page on that system as well. The real problem is that you did not read the correct manual page for the correct system.

You need to decide that yourself. As long as you don't overwrite any partitions or format any current partitions you should be safe.

If you are just creating a new filesystem it does not need to match anything. For /dev/sdb, do the same with mkfs. When you are done you can mount it, mount /dev/sda2 /some/mount/point or mount /dev/sdb2 /some/other/mount/point.
