Possibly -- depends how they're blocking. Your post seemed to indicate they were blocking by domain not IP. If they're doing the latter as well, then yes, your concern is valid. However, even in this case, I wouldn't go so far as to set up a host just for email, I'd use a service like Mailgun or similar.

Note that $- may contain an i, not necessarily equal it. I use [[ $- =~ i ]] && echo interactive

Hmm, if it's not even loaded then I think it defaults to allow all, so I guess that makes my answer irrelevant. How about permissions? Make sure that the directory your project is in can be read by the user running Apache.

You can do it with a standard single-NIC machine, nothing fancy required. Just set all your internal clients to use the Squid machine's IP as a proxy, and then configure your router/firewall to block outbound web traffic that doesn't come from the proxy machine. (This forces your users to use the proxy.)

Sure (just google "windows mail servers") but I wouldn't recommend it. You don't want to add "administering an email server" to your list of duties if you don't have to. You've probably already got access to an existing mail server that you can use (your corporate LAN's local mail host, your ISP's mail relay, etc.) -- you'll just need to find its IP.
