Apache with mod_proxy could handle this just as well. And your answer does not include how to keep the original client IP preserved.

The question is why do you need this? It sounds strange and maybe you'd just need to use mod_remoteip/mod_rpaf/mod_cloudflare instead.

Well, looking at whatsmydns.net/#A/www.timeandbill.de it looks OK from a lot of places. Hard to say why some still hit the old IP. How long was the previous TTL? I would log the IPs and check who they are (I had this also once, but the remaining traffic was only abusive requests).
