sorry but does the order matter or not? in a sense postfix verifies at first "permit_mynetworks" and at last "reject_non_fqdn_recipient".

YES you may check in amavisd.conf: $final_spam_destiny = D_PASS;, but still no result. It seems that amavis actually passes the message back to postfix and postfix drops it.
