Do you see anything listening on 510 when you run "netstat -ltnup"? Do you have SElinux enabled? (Both of these are applicable only for Linux.)

What happens when you restart rsyslog when it slows down? If you're experiencing what I ran into, (occasionally) when the remote log host rotated its logs the rsyslog on the Zimbra server would get backed up and wouldn't be able to clear itself out. Actions creating log entries would have to wait for the logger to time out. Restarting rsyslog was a temporary fix. Be advised that depending on your rsyslog configuration the Zimbra host will probably send a lot of logs all at once to your remote syslog host.

What is your logging setup like? Are you logging to a remote host, say, via TCP with rsyslog? Are actions that generate logs, such as logging in or using su, the only slow actions?

Are the ICMP rules resulting in the creation of a new access list? My Cisco is a little rusty but I recall having a similar issue. It was because the rule was the first in a new access list and each access list has a default deny at the end, so when the new access list applied where there had been no access list before... This is especially easy to run into if you're using ASDM.

If you have a single domain controller using only itself for DNS you can run into problems with boot times of 5-10 minutes while it waits for DNS that isn't there. There doesn't seem to be any better solution than having another DNS server up and ready at DC boot time. I'm fairly certain it can be any old DNS server for boot time purposes, but obviously you want something that is going to be an appropriate choice for a DC... which may be where your other replication and delegation questions come in. I'm interested to hear from someone who knows a bit more in that area.

If the clients are changing subnets when they change APs that could be an issue. I seem to recall that Cisco has a solution for that, but I haven't had a chance to try it myself.
