Do you know if puppet is loading the launchd plist? If not, you'll need to wait til reboot, or force a launchctl load plist step after install. Make sure the plist has the run on load flag set in it. Can you post the plist and output of launchctl list with the service name.

Well, that's why my preference would be sudo, which is designed for the task. SUID is a bit (very) messy in this case, giving waay more access to everyone. And, potentially someone can change the script and run anything with elevated permissions.

So, really, you need two port 80's to be facing externally. For that you need something internally to handle the separation. You could have the router send all requests to one of the servers, and have that use host-headers and mod_rewrite to forward the requests on, either externally to the other server, or internally to the webserver on that host as required. I know apache can forward requests to another host, and would do it.

From what I remember you can't create an MS cluster of any sort without a shared disk. Effectively you're looking at 2 needs - the database and the disk. Honestly, I'm not the best person on this, I would talk to MS directly, but, I know that our MS SQL environment is run with a cluster of multiple nodes and a cluster hostname to virtualise them into one host.
