Are you sure you are using the right configuration file? I tried your configuration and it worked! Have a look at the script you are using to run keepalived. I got the same messages (without IP assignment) when using empty config file.

What do you have in your logs? Keepalived by default write to /var/log/syslog. One possible cause: your track script is failing.
