It can be done (I haven't done it myself but have seen it) however, this is not a very good setup since AD is SO dependent on DNS. Is there a reason you need to use bind instead of MS DNS?

It's not puppet specific but part of regex. It's a regex anchor (regular-expressions.info/anchors.html). Basically if you didn't do that it could possibly match 6.5 as v5 or 5.6 as v6

There has got to be a firewall somewhere between you and the internet blocking port 80. Have you checked all network devices between your server and the edge of your network?

What kind of drives/RAID controller are you running. 600Mbps is about all an 11G Dell PERC700 controller can push. Do you see the same issue when you drop the 1G file onto a ramdisk and copy it to a ramdisk?
