Thanks @SergeyVlasov - that was it - the /etc/monit.conf file specified a localhost only webservice :). My config in /etc/monit.d/ was then being ignored :( - strangely, I dont remember altering this on the other box... - feel free to make this an answer and I'll give you the bounty :).

Considered Autosys, but seems overkill for this small annoyance. Currently going for a templated crontab file - expanding GMT08 etc type tokens for the correct time. Still requires a release per cutover, but less error prone

Thanks quanta, I did try that out, but that just means within job2 the timezone is Hong Kong, it still gets triggered at 10am BST. I want it to run at 10am Hong Kong time.

SQLite is a lot simpler, its (or at least can be) an in-memory db, so no separate process to run, storing data in the local filesystem.

What was changed recently on the server - eg why were you doing a reload/restart. Perhaps there is a misconfiguration, file permission issue, etc...
