All of these protocols for VPN CAN be routed. If they can't you can not do vpn outside of your LAN. The main purpose of VPN is to do secure remote connection outside of your LAN (so the routing is involved). For openvpn - it is not a standart protocol and client is no embedded in Windows OS. I think that you can use self signed certificate.

comment IPTables SNAT + OpenVPN problem on reboot
I'm not sure that iptables will run if the interface is no there and you are using SNAT/DNAT. Tray to use MASQ - in this case for sure the rule will be loaded even interface is not present at that time.

For every one additional IP address you must use another rule. But you can use IP/mask syntax to get few addresses if they are at the same range. Dropping all the output traffic you are at risk, for example to drop your server DNS query or any other traffic that is needed for normal use. Do not use term like localhost for IP addresses assigned to your network card.
