FreeBSD/vsftpd versions would be helpful. Debug logs from vsftpd too. Also first thing to try is to reset all custom sysctls to their default values and if it helps do a bisect.

I've found blog posts and even mailing lists too misleading on most of those tunables. The best source of insight is still source code itself. From now on I'll try to give more information about parameters. Also this is CW, so anyone is free to edit it.

82599 should be supported by FreeBSD a long time ago. Try searching elsewhere - look at PCI pass-through. Also check if there truly is a link on NIC that you are trying to use (check ixgbe0 and ixgbe1). Also verbose kernel boot would be nice.
