I copied the cab file from WSUS to the problem PC, extracted the contents and ran the .MSP installer, and received no errors, so I assume the file was not corrupt or incomplete.

@Ashley Steel: I renamed the update file (wsus:8530/Content/0C/…), ran wsusutil.exe /reset on the WSUS, ran Windows Update on the client PC and it reported an 80244019 error.

How do you determine if an update download is pending or failed? If I right-click on the update & choose File Information, I see that it exists in the WSUS data directory and is 2.8 MB in file size

Thanks; I did that. The update file exists in the WSUS data directly, which I assume means it has been downloaded, yet the Win7 PC does not detect it as available, even though the update has been approved for the group the PC belongs to.

I can also open WSUSServerName/selfupdate/wuident.cab from the client PC, so it has connectivity to the WSUS server.

yep, I've done that, and run gpupdate /force, and wuauclt.exe /resetauthorisation /detectnow, on the client PC.

SCCM is already able to determine which machines have licenses. It doesn't know how to check if there are licenses left before new deployments of software, however.

When I run this on Windows 7, I receive the error: Error - Quitting. Could not find entry point for ServerBrowseDialogA0. Perhaps it doesn't run on Win7? Do you need admin rights to run it without an error?
