Are you sure you are short on entropy? I just checked my Debian Squeeze box and it seemed to have about the same entropy value as a CentOS box. Numbers varied from 160 to 190.

In fact, I know how to alter a SELinux policy to allow these commands to operate, audit2allow and a number of other command line tools should be used as described here to create a binary policy alteration module and to install it.

You should disable SELinux in /etc/sysconfig/selinux and reboot then. Apparently the first sh: /webserver_commands/ping: Permission denied error is caused by SELinux, I don't see it on my Debian box.
