Check the 66 and 67 options on the address for the WDS2 server and find out where and if it's getting it's bootstrap file from. If you can't find it there it may be set to broadcast as a PXE service in your routing.

We have done this and the RSOP has come back with the Citrix policy showing as being applied, but the Citrix profile manager doesn't seem to catch it?

I see a lot of these issues in the environment that I work in. I've found that HP universal printer drivers are somewhat buggy when used with published desktops (spooler memory leaks, server hangs, etc.). Assuming it's just with published desktops and some published applications that you're running. I'd suggest finding out if you can at least get to XA 5.5/6 and get away from the problematic Citrix PS platform.

Look at the bottom of this article for trying the wevtutil.exe utility for ACL modifications within 2008 R2 blogs.msdn.com/b/ericfitz/archive/2006/03/01/541462.aspx This may or may not work for you, and I can't be 100% because i haven't had to do it within 2008 R2.
