comment Dynamic ARP Entries turning into Static ARP entries
perhaps you could simultaneously monitor the arp table (to see when it goes from dynamic to static) and run a network capture on the Windows Server 2003 filtering for ARP traffic. Not sure what that would show you, but it might lead somewhere.

I suspect you're right. I frankly don't know if the interface was up or not. Still, I would have suspected "link detected" to show regardless of the state of interface as far as the OS was concerned.
