Like you said, I simply unplugged the network cable, and I was able to change the clock without the domain resetting my clock. Of course, make sure to set the clock back before reconnecting the cable.

@PaulAckerman - I've restarted the computer, and SeManageVolumePrivilege still does not show up at all under whoami. I've done the same steps on my machine (not on a domain). Same issue. When I run powershell as administrator it shows SeManageVolumePrivilege as disabled, which in itself is confusing to me.
