cPanel has a system to generate incremental backups, perhaps you should be using that instead. It uses hardlinks, so I am not sure how Bacula would react, but if Bacula handles them intelligently it would significantly reduce your space usage.

If you do need disk images, try preallocating them first. It makes a huge difference.

Another possible method is to use hiera to look up details of a server configuration from a database. At some point you have to describe what each server is doing so you can apply the correct configuration. Using naming conventions do that makes life a lot easier.

have not worked with Heroku a lot, but my guess is they are doing DNS load balancing. Getting two different IP addresses does not mean you are not running your code.

Someone trying to download an 18gb file with FTP probably does not know the difference between a zip and a gz ;) I have worked with cPanel as a product for 10+ years, it makes tar.gz files.
