comment How does SNMP get CPU usage on Linux?
Sounds like very thin reasoning. Of course proc is consulted as it is the sole source of truth for the info, regardless of what tool you use to parse and present the data.

Strongly recommend amazon-ebs builder. packer.io/docs/builders/amazon-ebs.html Any AMI input including Amazon Linux AMIs make a suitable input source_ami.

comment Netcat fails to start in listening mode
Using rpm with the -i and -U flags simultaneously looks weird (but works). More standard invocation is -ivh or -Uvh.

comment How to get location of anaconda-ks.cfg script from within itself?
You could probably do something hacky with netstat to figure it out, not recommended. I'm not aware of a clean way to determine this with a ks option.

comment Failover Forward IP Packets with port from one server to another
Try moving the IP address from the failed computer to the failover machine. Linux supports multiple IPs per host. Keepalived would work for this.

comment How to filter local traffic with iptables?
Need more information like IP address/subnet mask of X,Y,Z. In general, if the machines are all on the same subnet you need iptables rules on each of X,Y,Z to do any filtering. Otherwise, if the traffic is all routed, you can do so on your linux machine with iptables assuming it is the default gateway.

comment Route IP Traffic Based on Process to Different Default Routes / Interfaces
Can you control the source/destination ports and/or IP? If so, you can easily do this with iproute2 and fwmark. Also, consider running testapp inside a vm/container and doing it that way.
