Your senior friend knows what needs doing ("Create one domain for such PCs and ... access and policies needs."). It's a must in any AD environment and base for anything you can do in AD. I'm a bit confused how you can possibly feel that you can solve it in a different way. Besides, not a real question, vague, would vote to close. (The question here is "What do you think?" No?)

What IP Address scheme do you use for your Virtual Machines? Are they publicly accessible or are they NAT'd? Do you have only 1 NIC in the server or 1 NIC made available for Virtual Network?

I agree with the service doing it's own thing. I'm still curious though why it doesn't stay stopped. On my test environment I'm able to run: (new-Object System.ServiceProcess.ServiceController('WAS','localhost')).Stop() and it stays stopped.

What Startup Type do you have WPAS service configured as? Is it manual or automatic? I tried doing the same thing using ServiceController object via PowerShell and it stops the service just fine.
