Okay, I had to click that link using Internet Explorer. Using Google Chrome or Mozilla Firefox doesn't work and gives the dialog in my EDIT #1 telling me that I need to validate Windows. However, even when clicking it in IE, I get the screen shot in my second EDIT.

Thanks for the info! I work for a hospital, so we have hundreds of thousands of workstations. They are upgrading to Windows 7 next April. I don't have any control over hot fixes unfortunately. It's done via some Novell scripts. I just work in research.

check this shit out.. I found the root cause by re-doing my steps on another server. When I replaced "3.5.0.0" with "4.0.0.0" in the Web.Config instead of replacing the actual lines, it caused the corrupt XML file. That section still works in IIS 6 which is interesting.
