I had the same issue with a 2012R2 RODC (decomissioned since then for unrelated reasons) in DMZ (limited network access). As an afterthough, I found some resources (that I can no longer locate...) that reverse RPC Access is required (eg ECA -> DC) for some templates. Opening ports for reverse MSRPC connectivity might help...

You could use different URLs for subsites with different SPNs. Eg server site.com/subsite from subsite.com/subsite1 etc.That's what ASA is essentially for - loadbalancer has different URL/SPN than your main application at root URL/SPN. This is not a solution for what you're asking though.

ASA still will not allow duplicate SPN's. It's basically sharing a service user account across servers. As Exchange runs in machine context (not using AD service accounts), it uses ASA "machine account" to handle Kerberos and SPNs.

I see that you're using VLANs. What device is doing inter-VLAN routing? We currently have a similar open issue with a SonicWall device. Perhaps your router-firewall-IPS is not getting along with TFTP.

You should really check Linux Live CD then, because this helps determine, if the problem is in hardware or Windows. If it's hardware, maby your motherboard/BIOS rev doesn't support that much RAM (even if it detects it, it can't use it). If it's Windows, you might want to check msconfig.exe -> Boot. You can get overview of boot flags and maby memory limiting.

You're not using MUIs with Home Premium. The idea of MUI is being able to change languages on the fly. With HP you can only select it at install, so you're not using MUIs, simply different languages. If i remember correctly, licence keys aren't related to languages, so legally you should be safe, because simply modifiying images does not violate EULA.
