I still see a missing PHP tag. Perhaps it doesn't solve your problem, but unless you're 100% certain it's unnecessary I'd include it in order not to confuse people in the future. Unless I'm grossly misunderstanding what you're doing and they shouldn't be there.

Even using a transparent proxy, their traffic will have a different destination address than your gateway. Unless his limited sites are all internal, that is.

I don't understand what you're trying to do. NAT isn't for load balancing, why would you possibly DNAT one public IP to multiple internal ones? Your SNAT rules would work fine for outgoing traffic, but I don't get how incoming traffic would be handled in the scenario your envision.

Are you not the administrator of the DNS server? The way to fix multiple records is to remove the extraneous records.
