Another trick: use ´lsmod´ to list the modules loaded by the kernel, blacklist every module related to CPU speed scaling/p-state/c-states/whatever and reboot the machine. Search "blacklist kernel modules".

The symbol -*- does mean that some subsystem depends of the perf module. Help shows the tree of dependencies which you need to disable to change the option to [*] or [M].

The answer of Krist is the correct one. Just a side comment. # pkg_info -Q apache-httpd -> apache-httpd-2.2.23. Apache2 is available from packages. The OpenBSD developers are focused now in nginx. nginx is installed by default.
